Does this mean created a new virtual NIC on a separate physical adapter? Is this the only Server 2003 system on this host? And I'm guessing it was working fine on ESXi 6.0 or no? I would think you'd latest driver available for the physical NICs not an old 2003 one. 1)The 4 VM's are running on an Intel Skull Canyon NUC. They are all using the same physical nic, there is one nic available. (Obv same cable).
2) It was working fine on our 6.0 hosts, By adding an additional nic i added a new virtual adaptor where i have now tried the VNX3, E100 and some AMD one that is available now. The nic Driver for VMWare is the latest that is auto installed by VMware, the NIC Driver for the windows side is the latest available for the OS and model of NIC.

Some additional information, I had changed to the VNX3 and the issues appeared to be resolved. However when i attempted to change the MAC address of the nic through the Guest OS (I have to do this due to a License dongle that looks at the local MAC address) I immediately started to get drops.
The strangest thing is the fact that all of the other VM's running on this ESX host have no network drops or issues what-so-ever (So i would think that rules out the issue with the Physical nic). As i understood, changing of NIC type solve your network lag problem. Since W2K3 server doesn't supported anymore, some driver issues may appear on Guest OS. Why you changed MAC address in GuestOS regardless changing it on VM configuration.
In VM configuration under Ethernet Adapter settings you can choose Manual MAC address and put the MAC address you need. After VM reconfiguration the Guest OS will see physical MAC address you provided in VM configuration, no additional settings in Guest OS needed. Sometimes changing MAC address in OS driver level may cause network issues, because of unsupported OS and some directives in driver source code.
